The
house passed the Punjab Privately Managed Recognised Schools
Employees (Security of service) bill, the Punjab School
Education Board (Amendment) bill, the Punjab Municipal fund
(Amendment) bill and the Punjab Value Added Tax (Amendment)
bill without much discussion.
Introducing
the VAT bill, Chief Minister Parkash Singh Badal said by
amending the Punjab VAT Act,2005, the government was proposing
to collect VAT at source on petroleum products. This will give
an additional revenue of Rs 20 crore.
At
present the VAT was being collected from the Indian Oil
Corporation, he said.
Badal
said the government intends to impose lumpsum tax on brick
klins. The brick industry in the state have been paying sales
tax on lumpsum basis for many years.
Introducing
the Punjab Municipal Fund (Amendment) Bill, Local Government
Minister Manoranjan Kalia said the Punjab Municipal Fund Act,
2006 provides for allocating 10 per cent of VAT revenue to his
department for onward distribution to the urban local bodies.
The
new bill seeks to provide for the payment of proportionate
loss of revenue on abolition of Octroi to the cantonment
boards of Ferozepur and Jalandhar.
Education
Minister Upinderjit Kaur introduced the Punjab Privately
Managed Recognised schools employees (Security of service)
amendment bill and the Punjab school education board
(amendment) bill.
The
Punjab Privately Managed Recognised Schools employees bill
proposes to create Educational Tribunal for redressing the
grievances of employees of aided and unaided institutions.
The
house also passed the Punjab Appropriation bill.
