The
PAC which met here today under the chairmanship of MLA
Mian Altaf Ahmed and discussed the CAG audit report for
the year 2004-05 pertaining to the Finance Department.
While
discussing the audit para No 4.1 which deals with the
excess payment made to the National Insurance Company as
premium amount under employees’ Mediclaim Insurance
Scheme during the year 2003 by the Government, the
Committee expressed concern for locking the substantial
amount with the company. The Committee directed the
Commissioner/Secretary Finance to make serious efforts to
recover the amount from the company.
The
Committee also reviewed the implementation of VAT scheme
and revenue position after its introduction in Jammu and
Kashmir. The Committee suggested some valuable measures to
further improve revenue position.

Finance B B Vyas briefed the Committee and said that VAT
scheme has been implemented in the State very
successfully. There is very encouraging response and
Government of India has appreciated the trend of revenue
generation and State’s implementation mechanism. He said
that department has been successful to make 100 per cent
registration of dealers under VAT scheme. To make the
system more transparent, the entire process has been
computerized and now department is getting timely
information from various quarters, Vyas
maintained.

Deputy Accountant General J & K, Director Accounts

other senior officers of Finance Department and Assembly
