Richard
Rupp, a former real estate agent and president of Dynasty
Homes Ltd., was sentenced Friday after a Canada Revenue
Agency probe revealed he had registered 70 GST accounts
from 1991 to 2001.
Between
1996 and 2001, he used some of the accounts to file 652
false GST returns and receive fraudulent GST refunds
totalling $217,557. He used names and social insurance
numbers of other people to register some of the accounts,
the revenue agency said.
Mr.
Rupp was sentenced to a conditional sentence of two years
less a day for unlawfully making false or deceptive
statements and willfully obtaining GST funds to which he
was not entitled.
He
was charged under the Criminal Code for fraudulently
personating living person with the intent to gain
advantage for himself.
Under
the terms of his sentence, Mr. Rupp must remain at home
during certain hours for a year, be of good behaviour,
repay the cash he fraudulently received, ask the Canada
Revenue Agency’s permission to register new GST accounts
and inform the agency of any new companies he acquires.
“Canadians
have to be confident that the tax system is fair,”
William V. Baker, the CRA’s commissioner, said in a
statement.
“That’s
why the agency works to ensure that the vast majority of
Canadians who pay their taxes are not penalized by the few
who don’t.”
