New Zealand - Finance Minister expected to raise GST, cut income tax  

For the Government, the Budget will define its economic direction for the rest of the term and set the agenda for next year's election campaign.

Radio New Zealand's political editor says firstly, it will be about National putting a firm stake in the ground.

Both Prime Minister John Key and Mr English have said no one will be worse off.
