Govt may introduce 4th list in Constitution to bring in GST  


One of the key challenges to the introduction of the biggest indirect tax reform in the country, that is the Goods and Services Tax, has been the establishing a conducive legal framework. CNBC-TV18's Aakansha Sethi learns that the government is considering introducing a fourth list in the constitution to bring in GST.



 

Sources said the Finance Ministry may consider a Constitutional amendment for introducing a fourth list. The fourth list being considered is for introducing GST and is likely to contain items taxed under GST. The Union, state concurrent lists demarcate Centre-state powers.

The fourth list is one of the alternatives being considered, sources said. The other alternatives include bringing back Article 278, which gives legislative powers to a government body. The authority is to ensure adherence to the GST rate among states.
